Georgia Commute Options Transportation Management Plan

Horizon 54 supports the Atlanta Regional Commission’s Georgia Commute Options program through transportation equity, stakeholder engagement, thought leadership, and strategic communications. The work advances regional efforts to reduce reliance on single-occupancy vehicles, expand awareness of alternative transportation options, and strengthen access to transportation demand management services across the Atlanta metropolitan region.

As part of this work, Horizon 54 developed TDM Profiles of Courage, a strategic storytelling campaign designed to identify and elevate individuals, employers, and organizations creating measurable transportation change despite institutional, cultural, or infrastructure barriers. The campaign highlights regional leaders who are reducing single-occupancy vehicle trips, increasing the use of transit, walking, bicycling, vanpools, shared mobility, micromobility, and paratransit, and improving transportation access for underserved communities.

Timed to support Atlanta’s visibility surrounding the 2026 FIFA World Cup, the campaign uses compelling, human-centered stories to demonstrate how practical transportation demand management strategies can improve mobility, strengthen regional efficiency, and inspire broader adoption by employers, agencies, and communities.

Horizon 54’s Role

Horizon 54 leads campaign strategy, subject-selection framework development, stakeholder coordination, candidate vetting, interviews, narrative development, and multimedia content planning. The firm also develops branded campaign materials, social media assets, outreach tools, and recommendations for scaling the initiative beyond the initial campaign period.

To ensure a rigorous and transparent selection process, Horizon 54 created a comprehensive evaluation framework that assesses:

Candidates must demonstrate recent and meaningful transportation impact, be located within the Atlanta metropolitan area, and be willing to participate in interviews and provide supporting visual materials.
